#10 Multi-level spam handling
Low spam rating (e.g. 0-1) goes to inbox
Medium spam rating (e.g. 2-4) goes to Spam mailbox
High spam rating (e.g. 5+) goes to Trash
Of course the levels would be user-selectable.
This would solve the problem I have had of ultra-obvious, high-rated spam filling my "spam" mailbox and hoggin up my quota.

Great idea -- This is totally possible, there's just no interface for it.

The only downside to setting it up manually is that then you cannot make further adjustments in OnSite, since the custom configurations get overwritten.
If you're using Thunderbird, installing the Sieve extension allows you to make these adjustments, though you have to be somewhat comfortable with looking at programming code.

Open proxies are like weeds. I have been reporting spam for years (for fun) and of late I've seen SPAM scoring lower than legitimate email, so I know this will not work.
My advice is (as far as possible) to use a different alias for each entity you give your email address to, then when you get spam, you know which entity can't be trusted to keep your alias private. Changing an alias for one entity is lot easier than changing a mail box for multiple ones.
I have no idea if modwest scan for open proxies, but I would think that warning a client that they have an open proxy would be a good customer service.
It's true, I still get the occasional spam that SpamAssassin scores less than 1 point, frustrating.
But, this general approach has been working pretty well for me for me for a couple years now.
